In today's age...both are essential elements for maintaining peace! It's how you use each element that matters!
Are we really that much different from those many years ago? I'm afraid we will have war always precisely because we are indeed not different. The will to power is a serious thing, maintaining peace aside.
Judith...My answer came from the perspective of being one who was in the military. Those who might find themselves in harm's way see the role of a strong defense as being both a deterrent to attack on our shores, but as a means to project our national security and foreign policy interests when diplomacy fails. Diplomacy being the first option of course.
